Thomasa is an Certified Value Specialist (CVS®) with 30 years of experience with the Washington State Department of Transportation (WSDOT) working in Design, Program Management, Project Development, Value Engineering and Risk.
Thomasa serves as a PS&E Quality Engineer managing the Estimating and Bid Analysis programs at WSDOT. She acts as Estimating Cost Lead for major construction project workshops and provides estimating training to WSDOT and Local Agencies.

Blane Long is a Certified Value Specialist (CVS®) with over 37 years of experience providing innovative project management, value engineering, risk management and training improvements to enhance projects of all sizes. Blane is currently the Director of Value Engineering and Project Risk Management for HDR Engineering. Prior to coming to HDR Blane worked over 2 decades for the Washington State DOT serving in a variety of roles including Statewide Value Engineering Manager and Statewide Project Development Training Manager.
Blane has led or been a team member on over 200 VE and Risk workshops and the net cost avoidance to his clients is in excess of $2 billion. He brings the necessary knowledge to reduce project costs while being flexible in his approach to VE, which is essential for project success.
